So if you don't want to have them cut then make you jeweler shop only accept from a specific stockpile, then set that stockpile to take all gems besides rock crystal. Also clear glass doesnt need rock crystal, it just needs sand and pearlash. Pearlash is made at a kiln from potash. The entire right column of the workshop is composed of impassable tiles, making it easy to accidentally trap dwarves inside the workshop after it is built.
